Company History

Landmark Group dba. Weststates Property Management Company (WSPM) was founded in 1979 and has built and managed affordable housing communities throughout Nevada and Utah. Building on four decades of experience, WSPM counts a number of prominent affordable housing developers and 501c3 non-profit groups as clients today. Weststates is considered one of the premier affordable housing management companies in the Mountain states.

Weststates is firmly rooted in its commitment to providing first class property management services to our clients and a quality living environment for the residents in our communities. Our innovative systems and hands-on approach to property management uniquely qualifies us to manage both large and small projects with complex subsidy layering. We provide ongoing training and guidance to our management teams to ensure maintenance protocols are strictly followed and program compliance with Section 42, HUD, USDA RD, VASH, HCV regulations are maintained at all times.

Ed Quigley joined WSPM as CEO in March of 2023. Over the years, Ed has earned the respect and loyalty of some of the country's most successful multifamily property owners, who value his focus, hard work, and dedication to achieving outstanding results while building relationships that last. His 40-plus years of firsthand experience includes 250 communities and over 34,000 units located throughout the Western States. Ed has extensive knowledge of affordable housing with over 25 years working with HUD, LIHTC, bond and USDA financed properties.

Today Weststates Property Management Company manages over fifty properties, containing more than 2,300 units throughout rural Nevada with more than 150 employees. WSPM staff receive extensive ongoing training through regular online classes through the award-winning Aspire program, monthly supervisory visits, and attendance to our annual educational retreat which includes nationally recognized trainers such as Steve Rosenblatt of Spectrum, Anne Sandovsky, and Toni Blake, to name a few. At WSPM, we embrace the philosophy that we are a "management training company" that provides and encourages continued growth and outstanding education for its employees.

In regard to the VASH/HUD programs specifically, Weststates presently manages four HUD properties, a total of 116 units with project-based Section 8, as well as several LIHTC properties with a Veteran Preference. Weststates works with the VASH program to fill those units with HUD- VASH voucher recipients. In addition, we do accept the VASH/Section-8 HCV program at all our LIHTC properties and have experience facilitating these vouchers. Several of our properties have Service Coordinators on site who in addition connect our Veterans with resources to remain independent and successful.
